Many provinces and cities have issued important documents concerning the development direction of the steel industry

Recently, Fujian Province, Xinjiang Uygur Autonomous Region, Shijiazhuang City and Rizhao City have all issued carbon peak implementation programs aimed at promoting low-carbon transformation and control of carbon emissions in the industrial sector. These programs focus on optimizing industrial structure, developing a circular economy and promoting green manufacturing.

Key Tasks

  (i) Deeply optimize industrial structure

  1. Optimize the scale of production capacity in key industries. Strictly implement the policy of capacity replacement in iron and steel and other industries, strengthen the analysis and early warning of the capacity situation in key industries and window guidance, and accelerate the dissolution of excess capacity. Support eligible large-scale enterprises and provincial state-owned enterprises to carry out mergers and acquisitions in accordance with market-oriented principles, optimize the layout of production capacity and enhance industrial concentration.

  2. Promote the synergistic development of low-carbon industries. Promote energy saving, carbon reduction and efficiency in steel and other industries. Encourage the development of steel and chemical cogeneration, refining and chemical integration, and forest-pulp-paper integration. Utilize by-product gas from iron and steel and coking enterprises to produce high-value-added chemical products, and promote refining and chemical enterprises and coal chemical enterprises to build upstream and downstream connected industrial chains that are interconnected with each other in terms of supply and demand, and production devices.

  (II) Vigorously develop circular economy

  1. Promote the substitution of low-carbon raw materials. Increase the proportion of renewable raw materials substitution, focusing on strengthening the key varieties of scrap iron and steel, scrap non-ferrous metals, waste plastics and other primary resources substitution.

  2. Improve the recycling system of renewable resources. Promote the scale, standardization and clean utilization of renewable resources, Fuzhou, Xiamen, Quanzhou, focusing on the cultivation of a number of urban waste materials recycling base, high-level construction of modern “city mine” base. Extend the deep processing of renewable resources industry chain, promote steel, copper, aluminum, lead, zinc, nickel, cobalt, lithium, tungsten and other resources, efficient recycling and recycling, to support the construction of a number of laddering and recycling projects.

  Iron and steel industry: Deepen the supply-side structural reform of the iron and steel industry, strictly implement the policy of capacity replacement, strictly control the growth of iron and steel production capacity, push forward the optimization of the stock and the integration and restructuring of the industry, and eliminate the backward production capacity and process equipment. Gradually establish a production constraint mechanism to guide enterprises to rationalize production. Highlighting the green, cluster development, extending the development of high-performance equipment parts alloy steel, cold rolled silicon steel plate and dual-phase, nitrogen-containing and other high-end stainless steel. Strengthen industrial synergy and build a clean energy and steel industry community. Vigorously promote the application of advanced non-blast furnace ironmaking technology, focusing on the promotion of advanced energy-saving processes such as iron pot to the end, near-final continuous casting and tying, and the implementation of all-scrap electric furnace process to enhance the level of recycling of scrap steel resources. Accelerate the industry’s intelligent manufacturing and integration of the two, encourage steel cogeneration, explore hydrogen metallurgy, carbon dioxide capture and utilization of integrated pilot projects. Maintain the advantages of stainless steel industry development, focusing on the development of composite materials and other deep processing of finished products and complete sets of equipment, household and other stainless steel application products. By 2025, the proportion of short-process steelmaking will reach more than 15%. By 2030, hydrogen-rich carbon cycle blast furnace smelting, hydrogen-based shaft furnace direct reduction ironmaking, carbon capture and utilization of sequestration and other technology breakthroughs in application, the proportion of short-flow steelmaking reached more than 20%.
